Dubbel Yrkesutbildning är baserad på den Tyska modellen som utgår i från principen "learning by doing" i kombination med individuell yrkesutbildning anpassad till deltagarens- och arbetsgivarens behov. Deltagarna kommer att få ett riktigt arbete och lön även om en del av lönen i början kommer från etableringsersättningen eller andra bidrag från samhället. De förväntade resultaten och effekterna blir dubbelsidiga eftersom företagen eller kommunala arbetsplatser får möjlighet att utforma sina arbetstagare utifrån sina behov och deltagare får möjlighet till en snabbare etablering i arbetslivet. Flyktingsituationen 2015 innebär att arbetslösheten i Malmö kommer att utökas markant. Det behövs nya arbetsmarknadsinsatser speciell för de nyanlända flyktingar som får Permanent Uppehållstillstånd. AFs etableringsuppdrag förbereder nyanländas väg in på arbetsmarknaden. I Malmö är det t o m. 2016 02 19, 1.784 nyanlända inskrivna i etableringen på de tre Af-enheterna och nya flyktingar skrivs in varje veckan.

Detta projekt vänder sig till kvinnor och män som är nyanlända och börjar i etableringen eller andra arbetslösa personer (i minst 12 månader) med utrikes bakgrund som behöver en snabbare väg till arbete och självförsörjning. Målgrupp i projektet är också arbetsgivare/arbetsplatser både privata företag och kommunala för vilka insatser i projekten ska bidra till att förändra attityder och säkra företagens och kommunens (t ex. inom Vård och omsorg) kompetensförsörjning, upparbeta samverkan för fortsatt rekrytering och tillvaratagande av yrkeskunskaper som de nyanlända har med sig i bagage. Samarbete mellan näringslivet/företagen och de offentliga aktörerna: i detta fall Sydsvenska Industri- och Handelskammaren (med ca 2800 medlemsföretag i Skåne), Malmö stad, Arbetsförmedlingen och Region Skåne kommer att resultera till nya samverkans metoder och ge positiva arbetsmarknadsresultat. Vi tror att den Tyska modellen om Dubbel Yrkesutbildningen i kombination med välutvecklad samverkan/partnerskap med ovannämnda institutioner kommer markant förkorta vägen in i arbetslivet

Dual Vocational Training [Dubbel Yrkesutbildning] is based on the German model which is grounded in the principle of “learning by doing", combined with individual vocational training adapted to the needs of the participant and employer. The participants receive a job with a salary. Part of the salary, approximately 50%, is paid by the companies and the remainder comes from Arbetsförmedlingen's (the Swedish Public Employment Service) various types of grants.
The anticipated results and effects are doubled through the companies or the municipal workplaces being able to formulate their requirements profiles/competence needs and by the participants having the opportunity to establish themselves more quickly in the labour market.

The refugee situation in 2015/2016 will likely result in an increase in unemployment in Malmö. New labour market initiatives are needed, especially for the newly arrived refugees who receive Permanent Residence Permits. Arbetsförmedlingen's establishment programme prepares a pathway into the labour market for the new arrivals. In February 2016, 1,784 newly arrived refugees were enrolled in the establishment programme at the three Arbetsförmedlingen divisions in Malmö, and new refugees are being enrolled each week.

This project is aimed at both male and female newly arrived refugees enrolled in Arbetsförmedlingen's establishment programme, as well as unemployed men and women (at least 12 months) with a foreign background who require a faster path to the workplace and self-sufficiency. The target group in the project also encompasses employers/ workplaces, both private companies and workplaces within the public sector, that will benefit from the project initiatives in the form of changing attitudes and the securing of skills provision for the companies and municipality. It will promote collaboration for further recruitment and the utilisation of professional skills possessed by the new arrivals. Cooperation between the public actors, in this case the Chamber of Commerce and Industry of Southern Sweden (with approximately 2,800 member companies in Skåne), the City of Malmö, Arbetsförmedlingen and Region Skåne, will lead to new collaborative practices and provide positive labour market results. We believe that the German model of Dual Vocational Training, in combination with well-developed collaboration/partnership with the above institutions, will significantly shorten the pathway to working life.
